The Institute for Citizens’ Rights (ICR) has sent a package of proposals to Milli Majlis on amendments to the legislation to improve the activities of NGOs.
It is recommended on the package of proposals to make additions and amendments to the Laws and the Code of Administrative Offenses of the Republic of Azerbaijan “On Non-Governmental Organizations (Public Associations and Foundations)”, “On Grants”, “On State Registration and State Registry of Legal Entities”. The additions and amendments to the legislation that are restricting the activities of the NGOs have been in force for more than seven years. Bureaucratic obstacles are created to the state registration of public associations. The bill that is developed by the ICR, proposes to ease the registration of NGOs, reduce fines and raise their activity to the level of democratic standards.
