The Institute for Citizen Rights (ICR) has been established on April 1st, 2012. Although the documents for its state registration were submitted to the Ministry of Justice, the ministry has refused to register. The founders have appealed to the court against the illegal decision of the Ministry of Justice. The case is currently at the European Court of Human Rights. The activities of the ICR are as follows:

The ICR works to develop youth living in the capital Baku and the regions, protect the rights of citizens, raise legal awareness and increase civic activism. It currently has representatives in two regions of the country – Ganja (west) and Aghdam (central) and web portals www.benefisiar.org  and www.gancapost.info that operate to aware-raise citizens.

The ICR cooperates with the US, the British Embassies, the EU Delegation to Azerbaijan, the Human Rights House Foundation (Norway), and Freedom Now organizations.

The ICR is a member of the Eastern Partnership Civil Society Platform since 2020.
